HIPs - a "license to sell"?

Tim Worstall beat me to it on HIPs (my fault, I was being lazy). Pretty much says what I feel - it can work well as a voluntary code. The State is useful as an enforcer of "weights and measures", with the State ensuring that anyone saying they have an HIP is holding a kosher one.

In the case of HIPs, it is becoming a "license to sell". Wrong. Wrong. Wrong.
